Panapa said the whole tribe agreed to Wi’s proposition. Published reports from these meetings were almost invariably concerned with injustices that occurred in connection with land transfers. Some were of a more personal nature, however, such as Wi’s confrontation with Captain G.E. Read. In a testy exchange of public notices in the pages of the Poverty Bay Herald Wi challenged Read over his failure to resolve certain disputed leases.

NOTICE

This is a notice from me Wi Pere to the Europeans and to the Maori. Captain Read will not assent to set right disputed leases, now I shall go and drive Matheson’s sheep to Manuka Whitikitiki. I intend to be troublesome now. I shall embrace [meaning that he will back up] those Europeans who manage their affairs in the open day. From Wi Pere and others
